Outcomes-based payment for IAPT

IAPT services are expected to adopt an outcomes-based payment approach from April 2018.

In the guidance document, NHS Improvement explains that an outcomes-based payment approach “can help commissioners and providers better understand the care they need to provide and the resources necessary to deliver that care,” and that it also supports “more efficient and effective evidence-based care, earlier intervention, prevention and improved patient outcomes”.

What does an outcomes-based payment approach for IAPT look like?

Outcomes-based payment for IAPT will consist of:

  • a basic service price component reflecting activity, including an amount for assessment and an amount for the mental health cluster-based package of care or episode of care
  • an outcomes payment component, based on the performance of the service against ten national quality and outcome measures, plus further measures which can be agreed locally

The ten national quality and outcome measures are:

Access:

  • Waiting times
  • Black, Asian and minority ethnic (BAME)
  • Over 65s
  • Specific anxieties
  • Self-referral
  • Clinical outcomes
  • Reduced disability and improved wellbeing
  • Employment outcomes

Patient experience:

  • Satisfaction
  • Choice of therapy
